Having received the accompanying Letter from Sir John Bowring, I take the liberty of laying it before the Under Secretary of the Colonial Department, & to ask if I am hereby instructed to seek for a Competent person to fill the situation in question in Hong Kong.
I know indeed a person in the service of our Gardens who has also been in tropical climates: – but I have no intention of opening the subject until I have further instructions.
